Issa asked for an investigation with an intentionally and politically narrow specification, and that's what he got. It doesn't change the fact that the IRS targeted progressive and liberal groups as well as Teabagger groups.
It also doesn't change the fact that what they were being scrutinized over is 1) well within the prerogative of the IRS, and 2) is an optional procedure to begin with. That the IRS made mistakes in how they handled it is, at best, and incredibly minor issue. Yes, they should be held accountable and changes to policies and procedures need to be made, but these problems do not rise to the level of concern that should lead to them even remotely being considered by ANYone in Congress.
The real abuse is Issa and his glorified witch-hunt, in the standard refrain of the right-wingers to do anything, literally anything, to attack Obama, even if they have to invent it out of whole cloth.

The article's point is that this was a manufactured scandal. By only asking for info on investigated conservative groups, Issa tried to show that it was a terrible librul conspiracy against conservatives. Since groups of all persuasions got asked some additional questions, the whole conspiracy theory evaporates.
The article does not argue against your 1) and 2), but if anything reinforces them.

However, if you know what the 5th amendment is meant for, it is TOTALLY acceptable to be used the way she used it. I would have used it in Issa's retarded kangaroo court hearing, too. Pleading the 5th in no way can be considered evidence of ANY kind of wrongdoing. That's the whole reason the fucking 5th amendment exists in the first place, you dumb fuck. If someone pleads the 5th, it doesn't mean "well, I did it, but I am not going to admit to it here". It means nothing more than that person has elected not to say anything on the subject FOR ANY REASON. Period.

Except that his own evidence contradicts this. The existence of BOLO spreadsheets with "liberal" terms that triggered "extra scrutiny" completely undermines his argument. Whether the percentage was 30, 50, 70, or 100% is immaterial -- the issue at hand was unfair targeting of groups for extra scrutiny solely by politically-charged terminology in their names.
It also still does not alter the fact that NOT A SINGLE ONE of the *conservative* groups were denied tax-exempt status, yet one progressive/liberal one WAS.
It also still does not alter the fact that the IRS is charged with examining applications for tax-exempt status to determine whether or not the organization(s) in question are complying with the law.
I would argue that most of them should never have been granted such status, because they are NOT and have NEVER BEEN "social welfare" organizations. The whole 501(c)3 status category has been abused SO BADLY by political organizations, that I think the IRS *SHOULD* use extra scrutiny and deny a helluva lot more of them than it has.
All that said, this asinine political grandstanding by Issa and the consevatives on his committee is disgraceful. There is ABSOLUTELY ZERO evidence that ANYONE outside of the IRS knew about, approved, or directed the targeting procedures, until AFTER the inspector general report was released on the matter. It was solely an internal decision by specific IRS employees. Hell, the guy who ordered the applications aggregated is a frickin' Republican himself! Apparently, he thought that it was proper, so I don't get why it's all such a ballyhooed "liberal conspiracy against conservatives".
So, yeah, it's still done. However, just like birtherism, there will be some shitheads which will cling to it like stink on shit, and end up marginalizing themselves and their party that much more going forward.
At least, in that situation, I hope they keep it up. It helps swing more votes away from the idiots in the long run.

They are NOT REQUIRED for an organization to operate as a tax-exempt organization. The only advantage that is conferred is that they can claim that the IRS has reviewed them and approved them BY REQUEST, OVERTLY. Without it, they can still operate, accept donations, promote their cause, etc. It simply adds an extra layer of confidence for donors. That's it. It has been long established that reality and facts have a well-known liberal bias. At least I have a brain, no thanks to your sky fairy. What the fuck is your excuse? I don't believe in *YOUR* concept of a god, that's for damned sure. Outside of that, my religious beliefs are none of your fucking business, asswipe. You mean J.
